I agree with Pete, there is no reason to lift the ac safety ground.

 BABT 340 Table 3 test 4 requires that you measure the insulation resistance 
between earth ground and the PSTN ports (min of 5MOhms at a minimum of 100v). 
We 
combine this test with the Hi-Pot test by using a DC Hi-Pot tester calibrated 
to 
2500vDC with a trip current of 0.5mA. This elimates a step in the process and 
the need for a megometer.

My company also makes telecom equipment for the UK, and we are 
required to run a similar test.  (See BABT 340, Table 1, item 3.)  
However, we are NOT required to lift the ac mains safety ground 
connection before running the test.  In fact, I fail to see the logic 
in doing so, unless the test might damage your power supply.
