Subject: Voice Levels expressed in SCRE and RCRE

Has anyone had any experience measuring voice levels to specifications which 
express the levels in SCRE (Sending Corrected Reference Equivalent) and  RCRE 
(Receiving Corrected Reference Equivalent)?  Is there a way to convert between 
SCRE and RCRE and European levels expressed in SLR (Send Loudness Rating) and 
RLR (Receive Loudness Rating)?    Are there any labs in the US that can measure 
to SCRE and RCRE? Does anyone know the origin of this specification? And where 
to get it?
