You might want to read the following ETSI standards which describe
Telecommunications Power Systems Interface Requirements :-

ETS 300 132-1   :   Equipment Engineering (EE); Power supply interface at
the input to telecommunications equipment interface Part 1: Interface
operated by Alternating Current (AC) 

ETS 300 322-2   :   Equipment Engineering (EE); Power supply interface at
the input to telecommunications equipment interface Part 2: Interface
operated by Direct Current (DC)

Also British Telecom have a specific requirement for PSUs in Telecom
Equipment connecting to their DC pwr systems within exchanges...

BTNR 2511       :   This is a procurement std.
