I guess the only point in Mr. Fitzgerald's original question that
has NOT been addressed is the CSU/DSU issue.
One of the features of the original DSU's would have been to shield
the CSU from the effects electrical disturbances on the telecom
line.
Problem was, sometimes CSU's in different buildings were hooked
together with wire that met the conditions for a telecom network.
Back to square one! The only clue to this distinction was the words,
in the definition, that a network could be publicly or privately
owned.
In other words, when the standard was written, the writers had the
intention of coming back to explain things as consultants.
