Hi Joe,

I just got a modem approved in Ireland about a month ago and, yes, they 
have relaxed their requirement for ringing impedance.  I was told that 
this was in response to PCMCIA modem manufacturers who couldn't find 
1.8uf caps in a small enough package.  

Here an excerpt of what I received from Forbairt on July 9th...

P.120 - Ringing Frequency Impedance

The Department of Communications have recently relaxed this requirement 
to allow applicants to comply with either TTE1 or TBR21.  This was as a 
result of client companies not being able to fit the 1.8uf capacitor into 
the available space on internal and PCMCIA modems.  TBR21 allows for a 
total impedance of greater than 4kohms and a phase angle of between 37 
and 90 degrees.   

I had no trouble meeting this relaxed requirement with .47uf and 7.5k 
ohms.
