My understanding is as follows: Actually, Part 68 does not apply because there are no rules covering the ADSL service. (Except possibly for the splitter-filter for the POTS phone.) The philosophy of Part 68 is to protect the public switched telephone network, as embodied by your local telco, from harm. ADSL is a service offering of the local telco. The customer premises equipment for the subscriber must match the line equipment at the central office. Both the equipment and the service must be provided by the local telco, who would hardly want to harm themselves. The telco must handle the cable pair administration to reduce crosstalk from the relatively high ADSL signal levels, as well as keep the high frequencies away from lines that might be multiplexed to avoid aliasing and other unpleasantness. There is much more to be learned about ADSL that will come out in the various field trials that are planned or already underway. As I said, this is my understanding.
