Two companies that I am aware of publish such books are ICC and BHS. The ICC book (European Telecommunications Approvals Manual) is published by CommEd Publishing Ltd. A contact there would be:

I'm not sure I would call these "design manuals", rather I would call these "approvals manuals". They do not give a great deal of technical information (if any), however, they provide a list of approvals authorities, notified bodies, and current standards and legal requirements for each country.
