These manuals are for telecom equipment approval in European countries. They list: Approval Authorities, Test Laboratories, where you can get the technical requirements, Approval procedures, markings, cost and timescale for an approval and tests, National standards or European standards they except and even for some countries the application form is also included. Personaly I would not call these design manuals.
