We base the margin on the question "If we did this test again in three 
     months would we still pass?"  Basically, what's the reproducibility 
     and what can the test really resolve.  We go with 3 dB min but our 
     "culture" says if your within 6 dB you're a wimp, and if you have the 
     guts to complain about it your a cry-baby.
     
     On the other hand if you nail it by 10 dB your a Super Engineer, able 
     to do the "onions it is dance" and party with the best of 'em.
     
     Of coarse we "stack the deck a little" by using a "golden computer" 
     etc...
     
     The limits the limit, live with it.

What I would like to do is take a pole.  (must  be election 
year in the USA!!!!!!!!!!!)  I would like all of you to respond 
as to what you feel is appropriate. Then I'll run the
stats and let you what the results are.  This way I can 
go back to the manager with the number of certification 
experts that responded and what they thought was right.
