John, It is amazing how the same names come up all the time when regulations are concerned.
Attached is some information on using ETSI ISDN in Australia. It comes from an AUSTEL Bulletin board, so I guess its location is not of much use to international users. We have been hounding AUSTEL for some time to install all this information on their web site, but to no avail. On the subject of AUSTEL/ Telstra. Telstra is currently one of three carriers in the Australian market. From July next year there will be no limit on the number of carriers or other service providers. At the same time AUSTEL, the current Australian Telecommunications Authority (read telecommunications regulator), will be merged with the Spectrum Management Agency, SMA (read spectrum regulator). The combined regulator will be the Australian Communications Authority (ACA ). ACA is an unfortunate acronym as there are a number of other high profile bodies with the same one. If you wish to plough through the government information on the subject of the new Australian Telecommunications Bill, drafts and other information are available from. http://www.doc.gov.au.
