Telstra is one of the two main telecommunications carriers in Australia, along with Optus. In general, equipment must have AUSTEL approval before being connected to either network. (I'm not sure about ISDN equipment).
AUSTEL is the regulatory body. It is supposed to merge with the Spectrum Management Agency (SMA) in July, 1997 although I have heard varying reports on delays recently. I hope this helps.
