Tom,
There are a couple of private labs that are, or are being, set up
to perform the SAR testing.  However, I would recomment that you
contact CCL in Salt Lake ( John Chase @ 801-972-6146, X 1218).
They sometime work with Dr. Gandhi at the Univ. of Utah there
in Salt Lake. May be your best bet,  or, as an alternate, cantact
Dr. Bob Cleveland at the FCC - OET RF Safety - 202-418-2464.
The standard is ANSI C95.3-1991.  There is a website that deals
with similar items, http://infoventures.com, but I don't think that
they deal specifically with SAR.

I start to deal with FCC SAR requirements. Any lab in the US can
perform such tests? Any preferred specific measurement procedure you
suggest? I understand that Europe has more strigent standard on the
specific absortion rate. Standard name and enforcement authority? Or
any information on the web? I surf around and found little.

Probably not many people in the group interested in the topic. If some
of you are interested, I'll setup a web page for SAR. It may benefit
others when SAR is getting hotter.
