Dick, and TREG, first of all AUSTEL (Dr Vem Mani) requires you comply with AS/NZS3260 (IEC950 with Australian deviations) + AUSTEL TS001 for safety.
If your "Statement of Compliance" (SoC) certificate states compliance with these standards, AUSTEL will issue you with a permit for BRI ISDN (providing you also supply a SoC for TS013 etc as well). As MIchael said, this is all you need now. AUSTEL no longer require the test reports. The permit however will include a "Special Condition" requiring the device to be installed only by "service personnel" (as described in IEC950 etc). This is because of the AUSTEL "Advice To Industry" (ATI) from AUSTEL number 1996/01 which effectively says AUSTEL believe the isolation between ISDN line (TNV) and earth should be supplementary insulation to 240V and not 120V. To overcome this requirement you must demonstrate the device meets this requirement by the SoC spelling this out. This of course can only be achieved in two ways. Either the device incorporates such isolation or the device is tested in conjunction with a "Line Isolating Unit" (LIU) which, in conjunction with the device itself, provides such isolation (ie the equipment under test (EUT) included an internal or stand-alone external LIU).
