Dick, just to add to what has been said already.  
We are still waiting for Austel to align with the rest of the world with 
regards to clause 6.3.3. of IEC 950 / EN60950.  This clause is the same as 
4.4.2. in EN41003  Both Clauses 4.4.2 and 4.5 are made not applicable by 
the European ETS300047  for Basic rate access.  It is clause 6.3.3. that Dr 
Mani  uses as a base for arguement that there must be supplementary 
insulation between the network and Earth.  He also insists on the 
'professional installation option as well as supplementary insulation to 
prevent the mains plug from being incorrectly wired. 
I personally think that he is wrong. It is impractical to expect all ISDN 
Basic rate equipment to be installed by only professional installers and 
not by the user.
My current advice to my company is to provide a supplementary barrier 
between the ISDN TNV circuit and earthed SELV just to keep the likes of Dr 
Mani happy. As has already been said, the best course of action is to get a 
sympathetic lab to provide your report and statement of conformance.

Does anyone have recent experience with the isolation requirements for
a BRI T interface in Australia?  There were a lot of opinions expressed
