Hello John & Roger:

This may be nitpicky, but the new part 68/CS-03 does require a 1500V test 
between "All power connections" and "All telephone connections".  The telecom 
transformer still only needs to provide 1000V of isolation however, as a 1500V 
barrier should be provided by the power transformer anyway.

As far as I know, FCC Part 68 (and the Canadian equivalent, CS-03) have
always required 1000 VRMS as the test voltage for the telco interface...
