Jay, I can only speak for the Part 68 stuff as part of my responsibility, and yes - they do retest every 6 months, but it is not the entire test suite. It is part of your quality plan - approved up-front as part of your FCC submittal, and is a predefined set of parameters worked out between you and the lab. Depending upon the product type, it may only take a matter of minutes.
