Dave, I'll concur with your basic theme here, but I have a compliance class that I've put together and teach to designers both mechanical and electrical for safety and emc. The whole thing takes about 2 hours. I do not intend to teach alot of compliance theory that will be retained afterwards. The thrust of the seminar is to make the designers "aware of" the issues at hand. But, I have noticed the attendees must have good theoretical background, especially in emag for ee's. Believe me, it's not because I'm any Einstein, it's just works out that way. I can design the course to be either theory, or regs/law content, focused at the mechanical crowd or electrical crowd. It then takes going through a whole design process to teach techniques specific to the product.
