Dear TREG and PSTC Colleagues, FCC Action in Docket Case No. 95-19 from May 9, 1996 is a very good news for manufacturers/suppliers of PCs and PC peripherals. Delays of product announcements and first customer shipments, on average 5-7 weeks caused by FCC certification process are eliminated by this Action! FCC anticipates to save the industry approximately $250 annually. Industry appreciates this cost saving Action, although Docket No. 95-19 was published on February 7, 1995, over a year ago and industry would already enjoy saving if the Action was published sooner.
Instead of submitting Class B package to the FCC for revue and approval, manufacturer/supplier will test product, include Declaration of Conformity (DoC) in the product literature and be able to ship the product on the SAME day product passed the test at the accredited laboratory. FCC will continue to offer for fee, product certification for people who prefer not to enjoy the benefits of self-authorization process. For DoC, EMC test laboratory has to be accredited by National Institute of Standards and Technology (NIST) tel: (301) 975-4016 or American Association for Laboratory Accreditation (A2LA) tel: (301) 670-1377. Accredited lab has to comply with ISO Guide 25 General requirements for the competence of calibration and testing laboratories. The commission has adopted new rules to relax the equipment authorization requirements for personal computers .... Generally I will summarize the notice. The FCC will allow a "DOC" in place of the Certification procedure required in the past. To do so will require the lab be accredited by NIST or the American Association for Laboratory Accreditation. The new rules will also allow a "DOC for marketing of personal Computers assembled from separate components that have themselves been authorized under a DOC". The release does not detail specific dates for anything like transition periods or other specifics. I understand this detail should be released very soon.
