     Article 1 of the TTE directive.  Does it connect directly or 
indirectly to and interwork with the public telecommunications 
network?  If yes it comes under the TTE and passes through a 
Notified body, it's that simple.

     The fact that no specs CTR's etc apply is another problem.  
If it's the only one of its type there should not be any 
compatibility problems as there is nothing to be compatible with.

    In any case safety and EMC still apply as does whatever you 
have to do for quality.  It's only that there are no CTR's to 
meet.  EMC and safety under the TTE that is.  At this moment it's 
the same EMC for TTE as for non TTE.  Unless ETSI have made their 
ETSI-300-386-1 official.
