Indeed there is a Mutual Recognition Arrangement between Canada and Korea (as there is between the US and Korea, the EU and Korea, and probably others.). The Canadian Arrangement (not an Agreement, I've been told) does not cover market access and that is the subject of new negotiations now. The US deal does cover market access but does not cover some aspects that the Canadian deal encompasses, and the EU deal is somewhat different again.
I don't have a copy of the latest version that was signed in Seoul, but basically thisdeals with the mutual recognition of tests results and the approval of testing facilites for telecommunications, radio and information technology equipment. It covers network protection requirements, EMC, radio requirements and Electrical Safety. For electrical safety, you have to use the IECEE CB scheme, and the standard is IEC-950. Ciao, Vic
