A cover is no longer required (I'm not sure about Australia)

BABT application note 48, Issue 5, page 4 clause 8.1
A cover is only required if adaquate creepage and clearance cannot be
maintained around the equipment, details of the clearance required and the
line cord disconnection proceedure must be in the user guide.

I recommend you obtain a copy of application note 48 from BABT 7 pages
"Recommendations for Terminal Equipment for Use Inside A Host Equipment"
