BABT do not insist on an ISO9002 Registered system. Either an Annex II Product 
Check Agreement or an Annex III (ISO9002) Production Quality Assurance 
Agreement must also be in place in addition to the Annex I Type Examination 
which is exactly what the Directive asks for. This also applies to national UK 
approvals as well as pan-European approvals.

The BABT340 (Annex III) scheme was operating years before the TTE Directive
was even thought of, and as a consequence BABT have hundreds (probably
thousands) of manufacturing facilities listed under this scheme. The upshot of
this is that the majority of approvals issued by BABT use Annex I + Annex III
rather than Annex I + Annex II.
