According to the world atlas on CD that I have and if Bonair = Bonaire, Bonaire And Curacao are islands in the Netherlands Antilles located off the coast of Venezuela which is a part of the Dutch realm. I might assume that, as it is a part the Netherlands influence, it may fall under the guise of the EU directives.
