Dear Duane,

If the modem is connecting to a phase 1 GSM phone then there are no
requirements for testing the GSM aspects.  However, if the modem is
intended to connect to a phase 2 GSM phone then it's a different
story.  If the modem is able to modify terminal performance or
implements some of the regulated aspects of the GSM functionality then
testing and type approval are required.

Such a  modem will be classed as a regulated accessory and testing
will need to be performed against TBRs 19 and/or 20.  The TBRs refer
off to ETS 300 607, which is effectively the GSM 11.10 document.
