ITU-T (the defunct CCITT) publishes what was the "blue book" on CDROM.
ETSI also publishes its technical recommendations on CDROM.

I'm not certain about the pricing on each of these but I believe it depends
on whether you are looking for a one-time delivery, or an annual
subscription.

I know that ETSI also offers a subscription that allows you to download
recommendations via the Internet. ITU-T has a similar arrangement; for a
short while, this was free of charge but is now offered on a subscription
basis only, as far as I know.

I'm sure other bodies have similar arrangements; I believe BABT in the UK
has a BBS arrangement for downloading specifications.

I had just added a note to say that I wish one could order a single
specification by credit card over the Internet. As soon as I'd finished
writing this I picked up a copy of "Telecommunications" and it opened on an
advertisement from ITU Electronic Bookshop, describing how you can do just
that. The URL is:
