* YES.   The Standards Council of Canada (similar to OSHA)  is accredited by 
Federal legislation.
Both CSA & UL have been designated by the Standards Council of Canada & 
Provincial legislation.
The customer ultimately has final say as to whether or not they accept the 
product under those requirements.
Their insurance company may require stricter requirements.

* YES.  & NO respectively.
