I recently asked for information concerning French and Italian non-voice
Standards. Here are the main points culled from the responses that I have
received:

France
----------
1. The relevant French telecoms Standard is B11-23A, which is published in
French.  An English translation is available for 290 pounds sterling from ICC,
at the following address:

ICC also sells an English translation of the M41-10A facsimile machine standard.
     
2. There are two accredited laboratories in France for modem testing. Contact
details are as follows:
     
     LET (Brittany) +33 2 96 05 79 00 (Contact M. Laot)
     Cetecom (Paris) +33 1 69 35 13 13 (Contact M. Omer)
     
It appears that neither laboratory offers assistance with the type approval
procedure. Both laboratories have a number of test engineers who speak some
English.

3. All application forms, product descriptions, declarations, user instructions,
etc. must be in the French language, and the approval authority will not
correspond with the applicant in English.
     
4. ICC (at the aforementioned address) can assist with the approval procedure in
France. The contact is Karen Evans ([email protected]). ICC has been
managing the approval of facsimile and data modems in France for 6 years and has
gained approval of 20 - 30 different modem products in France over this period.
ICC has in-house staff who are fluent in French and can prepare all the approval
documentation in French and correspond with the approval authority on the
applicant's behalf.

5. Certelecom Laboratories Inc., of Ontario, Canada is also able to assist with
French approvals, and has French-speaking staff. The contact is Mr. G. Rae

6. It is unclear whether the French M41-10A fax standard is compulsory or
voluntary, or whether this is the officially-adopted Standard. Indeed, the
situation may be changing. I have heard rumours in the past that the fax
standard was compulsory, at least for full-fledged fax machines, and that it was
generally quite difficult to pass because the test equipment used at the
accredited laboratories did not always follow the exact requirements of the
Standard!
     
Italy
------
7. It is understood from the Italian approval authority that the 152 amendments
to the Italian portion of NET4 have been included in the March 1996 edition of
NET4. Most of the amendments remove requirements from the 1992 edition. I was
warned to be careful when ordering NET4 from ETSI, to specify the latest
version.

8. The Italian type approvals authority has recently changed, and is now:

I have tried to contact this number but there was no response. Indeed, I have
not managed to contact anyone in Italy today, possibly due to a national
holiday.
