We are all going to have different experiences, so it depends. One company I was in had 1,200 employees and many product lines with one compliance guy. We recently had quite a discussion about this and the main concensus was to start compliance considerations at the inception of a product idea. At yet another company I worked, I called the scope of compliance engineering and how it tied into the company "Concept to Customer". For instance, one lively marketing exec who I enjoyed working with (dripping sarcasm) decided at the last minute to change the target market country from all English speaking to English plus another language. He wasn't very happy when informed at the manufacturing release meeting that I wasn't signing anything until I saw a users/product manuals in the language of the end user.
