I have come up with the following as
U.S. Territories -
Puerto Rico (US Commonwealth)
Guam
American Samoa
Virgin Islands of the U.S.
Northern Mariana Islands (US commonwealth)
Midway
Wake
Palmyra
Navassa
Baker, Howland, Jarvis (considered one area = 3 square miles)
Johnston Atoll (less than 5 square miles)
Kingman Reef (less than 5 square miles)
excludes Canton, Enderbury Islands
and Swan Islands
