Suggest you try the Department of the Interior or the Department of Commerce. These two agencies should have purview over all US territories.

This question came up when dealing with US export licenses. We've made many calls to various US goverment offices, but without success (not 1 office knows of such a list). If I were to conclude this search now, I would have say that there appears to be no such list. But, if there is such a list, it would be very much appreciated if those who know would respond with either "the" list or a place where the list would be found.
