Any technical manuals must be have a Spanish translation. The agency which enforces these standards is the CNT. ALl equipment that feed off the public grid is subject to these standards. The standards coincide with IEC. The Secretaria de Commercio (Dept. of Commerce) is responsible for enforcement.
