As the Directives are transposed into national law, not necessarily every member state uses these draconian figures. Haven't got a clue who is doing best on this score. However, I maintain that once the first couple of hefty fines have been imposed, this will attract attention from CEOs, who will be advised by their risk-management groups to be sure to collect second opinions.
