In B 11-23 A edition 2 dated July 1996, the metering pulses are mentioned   
in an informative section (actually the same text as in ETS 300001 i.e.   
12 kHz +/-120 Hz etc).

For determining the actual use of these pulses, try to contact France   
Telecom.

Here in Sweden, we have 12 kHz pulses as well but as far as I know they   
only exist on lines intended for payphones. It may be the same in France.

According to ETSI 300 001 (NET 4), 3rd ed., dated March, 1996, metering
pulses are indeed transmitted at 12 kHz. The area of detection for a
taxometer device is +/- 120 Hertz. Without delving too deeply into the
requirements, it certainly looks as if all the usual parameters apply,   
such
as return loss of a TE at the metering pulse frequency, insertion loss of   
a
series-connected TE at the metering pulse frequency, and so on.

Clearly, ETSI gives no indication about the statistics of metering pulse
availability. Maybe it is rare, maybe not; however, I doubt whether that   
is
relevant.

The absolute authority in France is B11-23A, rather than the French
national paragraphs of NET 4. Unfortunately, I haven't a copy of B11-23A.
However, I believe the two documents are very similar. Other Treggers   
with
a copy of B11-23A could confirm whether B11-23A also refers to 12 kHz
metering pulses.

While we're on the subject, here is the full list of metering pulse
frequencies for Europe, as given in ETSI NET 4:

12 kHz.: Austria, France, Hungary, Iceland, Ireland, Spain, Sweden and
Switzerland;
16 kHz.: Belgium, Bulgaria, Cyprus, Finland, Germany, Greece, Luxembourg,
Norway.
