Scott, 

 No concrete info. for you, but as I recall France, 
and some other European countries (sans the known 
German, Swiss, and Austrian), do have metering pulses.  
But, they are not at the levels that cause problems, 
and I don't recall alot of specific requirements 
(impedance at..., etc.).  It should all be in NET 4.
