While you have a good question, it is one that should be addressed to the FCC.

Number of Labs accredited is not a telling factor.  What is, is the percentage
of equipment
covered by those labs.   I suspect that all the big manufacturers already were
accredited
before the new rule came out.  If so,  what we are really talking about is the
small manufacturers who want to do a DoC, rather than 3rd party validation.

In addition, my understanding is that about half of the 500 labs that have been
sending in
test results were outside the USA.   There also appears to be an arrangement
whereby a
foreign lab, accredited to FCC requirements, by a foreign accreditor who has an
MoU to that
effect with NIST, will see its test results accepted by the FCC.

Hence, I am not sure that you're playing the right numbers game and there may be
relatively
little impact.
