Depends on what you mean by "signed". There was a day that the officials signed an agreement in principle, subject to ratification by Parliament/Congress.
The thing was not official till that ratification took place, where I believe that the USA was the last ratifier. Distinctly remember jubilation on the continent when the US presisdent finally was able to put his John Henry on the paper. Will have to do some research on all these dates. Ciao, Vic
