The FCC will allow suppliers to do a declaration of conformity to US EMC requirements (basically CISPR22, measured as per an ANSI C63 method), provided the supplier's laboratory is properly accredited by either NIST or AACL for that purpose (basically you have to meet the Lab requirements as set out in the IEC/ISO Guides).
