In the case of a EMC and a PC I can see that assembly from pre tested parts 
is a simple way to finesse through regulatory compliance.  The 
issue gets to be quite large when you move up above boards and PC's.  Consider
putting not only boards and modules into shelves, but shelves into racks.  
Then add quite a few racks together to form a large system.  The various 
parts may be low margin and by themselves but are legal.  Then update/spare the
not very old hard drives.  According to DTI the way to compliance is to 
manufacture 
to EU standards.  Using pre approved parts used intelligently and honestly
with maybe a construction file is quite justified to my mind.

In the NA case we have a similar situation with PC's only.  DoC based on 
conventional
testing or  Consider DoC based on :-

     FCC part 15.19.b.1 ((July 23, 1996 issue)
     ASSEMBLED FROM TESTED COMPONENTS
      (COMPLETE SYSTEM NOT TESTED)

This is only applicable to PC's and PC peripherals. The FCC are going to do 
some 
monitoring in retail outlets to ensure some order in the system.  But likes the 
EU 
counterpart who knows where it will end.
