Can anyone tell me:

Is there a specification or other document that describes the correct
manner in which telephone wall connectors are supposed to be wired in 
Germany?  (Perhaps a DIN or even a Deutche Telekom document?)  If so, 
how I might obtain a copy of this specification?

Residential telephone connectors in Germany use a three-connector 
scheme where the connectors are prioritized such that only one 
device is connected to any given line at a time.  The lowest priority
connector is usually the one in the middle, I believe.  However, I 
have heard many anechdotes about the right or left being the number
one or top priority connector.  I'm sure there are many of you who
have experience with this connector scheme, but what I need is very
specific information rather than more anechdotes, please.

I believe I have seen this information included within the ETSI document
300-242, but I suspect this is a secondary reference.  That is, this
information was copied from some other document which is the true 
primary source.  I have learned it is usually better to use primary 
sources if they are available.

I realize that regardless of what this document might show, the actual
practice may be different in some cases.  There is little I can do in
those cases, but it would be very helpful to know what the wiring is 
supposed to be.
