Yes there are specifications describing the correct manner in which
telefone wall connectors are supposed to be wired.
First there is a DIN:
It is the 'DIN 41 715 Steckverbinder fuer
Telekommunikations-Anschluss-Einheiten (TAE)'
Note: The German telefon wall connector is called TAE.
The DIN 41 715 describes the dimensions, wiring, electical
characteristics etc. of the TAE-socket and TAE-plug. The DIN 41 715
contains 7 Parts. Since you asked for the correct wiring of the
socket, part 3 of the DIN 41 715 is the one where to find the
information.
There is also a Deutsche Telekom Document, the 'FTZ 1 TR 18'. It
provides more ore less the same information as the DIN 41 715.
In Germany there are different kinds of wall connectors. The most
common one is the one with the three connector scheme you were talking
about. It is called TAE 3x6 NFN. This means that there are 3 sockets
with 6 pins each. NFN is the coding scheme of sockets. N is derived
from the German word 'Nicht-Fernsprechen' (Non-telephony); F is
derived form 'Fernsprechen' (Telephony).
So the first and the third sochet may be used for Non-telephony
applications (fax, modem etc.) and the second one for telephony.
The socket with the highest priopity is the left one, the N-coded
socket. If a terminal equipment is connected to the first N-socket and
a telefon to the F-coded socket, the terminal equipment has to provide
the possibility to throughconnect a telefon call to the telefon.
If there is no terminal equipment connected to the N-coded sockets,
the a- and b-wire are automatically throughconnected to the F-socket.
Other types of telefon wall connectors are:
TAE 1x6 F
TAE 1x6 N
TAE 6/6 F/F
TAE 2x6/6 NF/F.
