JohnP is right. For Germany it is the same. You do not need a type
approval for terminal equipment connected to a PBX. If you want to
connect a terminal equipment to a PBX, you have to fulfill the
conditions in the manufacturer's declaration. This means if the
manufacturer allows to connect any equipment to the PBX you may do so,
even if it has no type approval.

This is not true for all countries. e.g. The PTS says that in Sweden no
TA is required for indirectly connected equipment even phones and
modems. That is their interpretation of the TTE. Others have similar
views, others have not. At least it gives us a job!
