Looks like Table 4-6. "Equipment Area Heat Release Objective" as
described in GR-63-CORE is what you want.
The answer depends on if forced air is used or not, if it is an
individual frame, multiframe, or shelf.
From what you've said, your category is individual frame:
Natural Convection.. 134.7 W/sq. ft.
Forced Air...........181.2 W/sq. ft.
In calculating area, you are allowed half of the front and rear aisles
as well as the equipment space.

What is the Bellcore requirement for something
like watts per square foot in a CO? It's based
on looking down on a rack from above so that
you get "watts per square foot".
My memory lags on this, and I believe its
TR-499. But, I remember going through
some numberical contortions to figure
it out for a standard 17' rack. Somehow
650 watts per square foot for a standard
17' rack keeps popping into my mind.
