Grant,

Try a 6 dB attenuator to loop back transmit into receive.  If you get 
good date, that satisfies BABT.  We make an E1 interface, and we meet 
BABT requirements this way.  Please note that we do keep the 
attenuator under calibration.  This is about as cheap and basic as it 
gets.
