I have built one and use it quite a bit. I have the following advice (the first two points are from Nave): - use high accuracy resistors - they must be extremely closely matched - Nave is right that the physical layout symmetry is extremely important - I suspect even if you do both of these things right, the device is still only really useful up to a few MHz (unless you can test and characterize your particular unit and prove otherwise). I have more faith in the use of clamp-on current probes for the same job (assuming they are calibrated for the frequency range and signal levels of interest), although the results are more qualitative than quantitative. You can strip the jacket off your line cord and put the probe on any individual conductor or any combination of conductors. By running the line and neutral through a single probe in the same direction or in opposite directions you can selectively measure the common-mode or (twice the) differential mode currents on the cable.
