My understanding is, for ITE, you can jump through the red tape hoops 
and certify your product.  Or, "show me the money" and get a "batch 
certificate" which basically allows you to ship systems without re-test 
or re-certification if you pay the .1 or .3% of your volume to the 
russian govt.  The .1% is similar to several other Eastern Block states 
like the Ukraine I believe.

Just more heresy and opinion.

I think that SGS have an exclusive licence from the Russian government
to supply GOST certificates in the USA for a fee.!

Contact Lisa Bell of SGS on (201) 575 5252.

Here are a few paragraphs that may add some explanation.

"The Law [On the Certification of Products and Services] (Article 14)
determines that a compliance certificate is required to import products
subject to obligatory certification."

"To import communications equipment, a certificate from Minsviaz (the
Ministry of Posts and Telecommunications of the Russian Federation), and
in certain cases, an additional certificate from FAPSI (the Federal
Agency for Governmental Communication and Information), Gosstandart (the
State Standards Organisation), or others, is required."

"Samples of the communications equipment intended to be used for
certification tests are imported under a temporary allowance of
Gossviaznadzor (the State General Supervisory Committee for
Communications).  Import procedures are determined by the GTK (State
Customs Committee) of Russia and Gosstandart of Russia."

"After approval a notarised copy of a certificate or a copy with a seal
of the Certification Body must accompany each lot or separate unit."

"When making modifications to the design, the product's components,
software, or production technology, a manufacturer or supplier must
report these modifications, in writing, to the Certification Body, and
the certification centre or laboratory.  The manufacturer or supplier
also must perform additional certification tests."
