Richard I think that SGS have an exclusive licence from the Russian government to supply GOST certificates in the USA for a fee.!

Import procedures are determined by the GTK (State Customs Committee) of Russia and Gosstandart of Russia." "After approval a notarised copy of a certificate or a copy with a seal of the Certification Body must accompany each lot or separate unit." "When making modifications to the design, the product's components, software, or production technology, a manufacturer or supplier must report these modifications, in writing, to the Certification Body, and the certification centre or laboratory.
