Place Switzerland in this category. The stuff to be connected behind a PBX does not need its own telecom approval in Switzerland if it's listed in the PBX's telecom approval documentation as permitted with the PBX.
So if you're thinking of designing a widget for use only behind PBXs you better get the PBX vendors behind you before you spend a lot of time and money, 'cause each one of them will have to do the approval work.
