While it is true that you don't have to get separate certification for equipment connected behind a PBX etc., etc., you may have to list them "as part of" the PBX or LAN or whatever, that connects to the public networks. The issue here is that the proprietary terminal equipment designed for one PBX, could, if connected to another PBX, cause network harm. When you test your PBX, it is in all posssible configurations, that is, with all terminals that you can connect to it.
