Agree that a consultant is what you need. Would like to add though that even if the latest TBR works to a lower common denominator, it only was intended to give you the essential requirements that prevent harm to the network.
Technical Regulations (those requirements that you must meet under the law) are not performance standards. You can register a piece of 2x4 to Part 68 of the FCC Rules and Regulations as long as you equip it with an RJ jack. Don't confuse the two documents. Ciao, Vic
