T11-13 contains some additional Dutch 'delta' requirements over and above those 
of prTBR21 which also have to be addressed. Dutch approval cannot be given 
based on compliance with prTBR21 alone.

There is an additional DTMF test, pulse dialling must also be tested for
equipment which still supports this feature and there are some additional
series connection requirements over those in prTBR21.

Also, there is now a second Notified Body in The Netherlands, NMi Certin BV.
They will recognise BABT Annex III PQAA (BABT340) agreements as well as those
of KEMA for Dutch national approvals as well as EEA approvals using CTRs.
